Lottery cons face ruling today

SYRACUSE, N.Y. (AP) – A judge in New York state is expected to rule this morning in the case of two brothers accused of conning a man out of a winning $5 million scratch-off lottery ticket.

Andy Ashkar is charged with criminal possession of stolen property and he and his brother Nayel are charged with conspiracy.

Prosecutors said Andy Ashkar stole the winning ticket from maintenance worker Robert Miles in 2006, then held it for nearly six years before trying to cash it.
