Escaped inmate surrenders, says goodbye to family

An inmate from a Kansas jail is back behind bars and Kansas First News is the only station with video of his goodbye with his family, just minutes before he turned himself in.

This all started with a phone call to the station before he surrendered to police.

Mark Edward Lucas escaped from minimum security at the Hutchinson Correctional Facility Saturday and called police three days later on Tuesday morning to surrender.

Two hours before that call, he reached out to Kansas First News to say he planned to end his time on the run.

“He decided to turn himself in, not to put our family in any danger or any of us get in trouble,” says his wife, Carmen Lucas.

Spokesperson for the Kansas Department of Corrections, Jeremy Barclay, says Lucas and police “negotiated a spot to meet right across the street from the county detention center and then we just transported him across the street to the detention center for booking.”

Barclay says Lucas has served nearly a year and has another 10 years on his sentence for a series of shoplifting arrests in Shawnee County.

“He realized that he had gotten out, he’d made a mistake and it was time to get back into our system where he should be,” Barclay says.

“It’s been great,” Carmen says, “We got to spend time with him, he’s been dead wrong from the beginning, come on, 10 years, to 13 years for theft, there’s people out there that murder people and don’t get that much time.”

“My dad’s a good dad and I wouldn’t ask for any other one no matter what the circumstance was,” adds Lucas’ daughter Kayla.

County officials now have to decide if Lucas will serve more time for the escape.

Barclay says Lucas will be put in administrative segregation while officials investigate, then they’ll decide if he’ll go back into minimum security.

He adds that under minimum security, there is no barbed wire, and Lucas essentially walked out without anyone seeing.
