The Kansas Bureau of Investigation warns of registered offenders before Halloween

TOPEKA, Kan. (KSNT) – The Kansas Bureau of Investigation (KBI) is urging parents and guardians to search their website at www.kbi.ks.gov/registeredoffender to determine where registered offenders reside before Halloween. The site allows anyone to search within a three mile radius where different offenders live.

The KBI says that there are approximately 11,000 registered offenders in Kansas. This includes sex, drug, and violent offenders. 956 total offenders live in Shawnee County.

“We just don’t want bad things to happen. says KBI’s John Gauntt, “Information is the best way to be prepared for that.”

He also says that the number of registered offenders in Kansas is growing.

“The minimal registration requirement is 15 years. That started in 2011 so we’re going to continue peaking until 2026.”

It’s important to note that it’s not illegal for a child to trick-or-treat at an offender’s house, and for that offender to give the child candy, except if the offender is on parole or probation.

The KBI notes that The Kansas Offender Registration Act (KORA) does not prevent registered offenders from participating in any Halloween activity.

The KBI also listed these other tips in its release:

 

– An adult should accompany children at all times, especially if trick-or-treating at unknown residences.

– Children should not enter residences or structures of individuals unknown to them.

– Teens and older children should stay in groups, and be instructed to check in frequently with a parent or guardian.

– If out after dark, carry flashlights or wear reflective clothing.

– Ensure candy is in its original packaging before allowing children to eat it.
